This hearing was the Subcommittee’s second hearing on interagency contracting, following the Subcommittee’s February 25, 2010 hearing entitled, “Interagency Contracts (Part I): Overview and Recommendations for Reform.”

The hearing examined the management and oversight of interagency contracts. The hearing reviewed the reason behind the rapid proliferation of interagency contracting vehicles in recent years. The hearing also explored whether agencies are creating and using these vehicles responsibly. In addition, the hearing assessed the need for increased transparency, oversight, and other potential reforms.

The hearing also addressed the recent Government Accountability Office report entitled, Contracting Strategies: Data and Oversight Hamper Opportunities to Leverage Value of Interagency and Enterprisewide Contracts.
