The Annenberg Washington Program of Northwestern University, which studies the relationship between communications and public policies, sponsored a forum on caller ID, a new feature offered by some telephone companies around the nation. Mr. Mulvee argued that caller ID allows a phone call’s recipient more privacy from unwanted calls, may actually deter obscene phone calls in areas with unrestricted caller ID, may help emergency services in responding to calls for help, and may aid in tracking down senders of offensive phone calls. Mr. Smith argued the caller ID system is unnecessary and invades the privacy of the sender of the phone call, who, for whatever reason, may desire to remain anonymous. Police informants or callers to therapy hotlines may fear detection under the new system. close
