Deputy Secretary of State for Management and Resources Jacob Lew briefed the press on the progress made in civilian hiring in Afghanistan. He said that almost 300 U.S. agronomists, diplomats, legal experts and others had been sent to Afghanistan as part of a "civilian surge."
