The House convened for a legislative session. Business included debating the normalization of trade relations with Russia, including the possibility of sanctions if human rights violations would be discovered.

Donald M. Payne, Jr., was sworn in to the seat that his father occupied for 12 terms before dying of cancer earlier in the year and then addressed the House. The chair announced that the whole number of the House was 434.

The House observed a moment of silence in remembrance of the victims of Hurricane Sandy.

The House passed HR 2453, the Mark Twain Commemorative Coin Act. close
