The House passed H.R. 2686, making appropriations for the Department of the Interior for FY 92. The House agreed to the Synar (D-OK) amendment regarding grazing fees on land. The House rejected the Burton (R-IN) amendments to strike $2 million for a grant to restore the Chicago Public Library and to strike $3,650,000 for the construction of a Gateway Park associated with the Illinois and Michigan Canal National Heritage Corridor. The Crane (R-IL) amendment to strike all funding for the National Endowment for the Arts was rejected, as was the Glickman (D-KS) amendment to cut funding for the Franklin Delano Roosevelt Memorial Commission. The Stearns (R-FL) amendment to cut $7.4 million of the funding for the National Endowment for the Arts was also rejected. The Upton (R-MI) amendment to cut funds in the bill not required by law to be appropriated by 1.67 percent was rejected.
