The House approved the Journal of Tuesday, June 18, 1991. The House continued consideration of H.R. 2508, to amend the Foreign Assistance Act of 1961. The House agreed to the Roth (R-WI) amendment that rescinds authority to spend foreign aid and the Torricelli (D-CA) amendment, as amended by the Hamilton (D-IN) amendment, that expresses the sense of Congress that Kuwait should make improvements in human rights. The Burton (R-IN) amendment was agreed to, that requires Congressional notification before granting aid to Jordan. The Cunningham (R-CA) amendment to the Burton amendment that eliminates funding to Jordan unless the President certifies national interest at risk, was also agreed to . The Hamilton (D-IN) amendment to cut aid to Jordan unless the President certifies to the appropriate congressional committees that such assistance is in the national interest of the United States, was agreed to. The Miller (R-WA) amendment regarding conditions for aid to Jordan was also agreed to. The Kasich (R-OH) amendment that expresses the sense of Congress regarding the relationship of the President to the United Nations Security Council was agreed to, as was the Kleczka (D-WI) amendment that strikes wording regarding the Kosovo province in Yugoslavia. The Kolter (D-PA) amendment regarding civil unrest in Yugoslavia was agreed to, as well as the Kyl (R-AZ) amendment regarding Soviet human rights policies. The McCollum (R-FL) amendment that prohibits aid to the Soviet Union unless the Soviets terminate all military assistance to Cuba was agreed to. The McCollum (R-FL) amendment to permit the President to waive state government requirements for construction, was rejected, as was the Bryant (D-TX) amendment withhold money earmarked for Israel. The Johnston (D-FL) amendment regarding foreign assistance to the Soviet Union was rejected, as was the Burton (R-IN) amendment to terminate aid to India without cooperation from the President. The House passed H.R. 2621, making appropriations for foreign operations for FY 92. H.Res. 177, the Rule which waived certain points of order during consideration of H.R. 2621, was agreed to.
