Members of the House heard a written statement by Rep. Bartlett (R-TX) wherein he resigned as a member of the House. A message from the President was read whereby he transmitted a legislative proposal entitled "The Comprehensive Violent Crime Control Act of 1991". The House agreed to H.Res. 105, the rule to consider H.R. 1315. The House voted to suspend the rules and pass H.Con.Res. 45, permitting the use of the rotunda of the Capitol for a ceremony to commemorate the days of remembrance of victims of the Holocaust. The House failed to pass H.R. 1315, to provide funding for the Resolution Trust Corporation. The Slattery (D-KS) amendment to provide $30 billion to the Resolution Trust Company with only $20 billion authorized immediately and the remainder sum released after the President submitted to Congress a pay-as-you-go plan, was rejected, as were the Wylie amendment to provide $30 billion and to modify operations, and the Gonzalez amendment to provide $30 billion and to modify opera close
