Blake Bell, a historian at the Homestead National Monument of America, talks about immigration law in the United States and the debate surrounding the Homestead Act of 1862. The law distributed government land to private citizens or a person who “has filed his declaration of intention to become such.” Mr. Bell argued that by encouraging immigration the Homestead Act marked a significant departure from the more stringent naturalization laws of the 1790s.
