Attorney General Holder participated in a ceremony to swear in H. Marshall Jarret as the new head of the Office of Professional Responsibility. The Office of Professional Responsibility was established in the 1970s to investigate accusations of ethics improprieties by Justice Department lawyers and had recently com under fire in the wake of complaints of prosecutorial misconduct.
