The subcommittee marked up a proposal by the chairman, Congressman Pete Stark(D-California), for health care reform. During a mark up, members go over the legislation section by section voting on language revisions and additional amendments. Congressman Stark offered his measure as an alternative to President Bill Clinton’s Health Security Act. The Stark proposal is designed to provide universal health care coverage primarily financed by employers. The measure establishes a federal safety net program for individuals not covered under an employer based plan. This is the eighth day that the Health Subcommittee of Ways and Means has reviewed the Stark plan. close
