At a hearing to evaluate the administration’s temporary guest worker proposal Senators McCain, Hagel, Craig, and Cornyn testified about the urgency of passing legislation before Senators Craig and Cornyn took their places on the committee. After opening statements, the first panel from the administration described the proposed system as one which would control the borders, serve the economy by matching willing workers with willing employers, promote compassion, provide incentives for workers to return home, and protect the rights of legal immigrants. In the second panel, Mr. Birkman testified to a need for more unskilled workers. Mr. Papademetriou testified to the history of failure of guest worker programs in the nation. Mr. Cervantes testified in support of the proposals on behalf of the business community and Mexican nationals. Professor Briggs testified to the history of guest worker programs being bad public policy. close
