President George Bush spoke at the Change of Command Ceremony for the Commandant of the U.S. Coast Guard. Secretary Chertoff presided over the ceremony where Admiral Thad Allen assumed the duties of commandant from Admiral Thomas Collins, who was retiring after 38 years of service.
