Professor Amy Finkelstein presented new evidence contradicting the common view that the rapid rise in health care costs resulted from the development of new medical technology rather than the creation of Medicare. She argued that the introduction of Medicare fundamentally altered the nature of medical practice, leading to and increased number of hospitals and increased adoption of new technologies. She was joined by a panel of experts to debate the significance of these findings. Following their remarks they answered questions from the audience.
