An 11-judge panel at the Ninth Circuit Court of Appeals heard oral argument Tuesday on whether the state of Washington can ban felons and ex-felons from voting. This was the second time the Court is hearing the case. Earlier in the year, a Ninth Circuit three-judge panel overturned Washington’s felon disenfranchisement law because it disproportionately affected minorities. close
