Frank Loy, Undersecretary of State for Global Affairs talked about U.S. foreign policy and initiatives in a number of areas, including human rights, refugees, the environment, narcotics and law enforcement, and women’s issues. He explained that his branch of the State Department was created by President Clinton to deal with issues that can only be handled in a global context.
