A panel discussion was held by legal, scientific, and counterterrorism experts on whether certain responses to a major epidemic or biowarfare incident such as forced inoculation, isolation, and quarantines would result in legal challenges, and what responses are consistent with the principles of the U.S. Constitution. Margaret Hamburg made opening remarks. Following the discussion panelists answered questions from members of the audience. Kathleen Sullivan moderated.

The panel was followed by a keynote address from Homeland Security Secretary Michael Chertoff. He discussed what his department sees as the major threats of the 21st century, and plans they have to counter them. Following his prepared remarks he answered questions from members of the audience.
