Mr. Starr spoke in a keynote address to the 121st annual banquet of the Bar Association of the District of Columbia. In his remarks, he reflected on the tenure of the Supreme Court under Chief Justice Rehnquist and speculated on the future of constitutional law under a Supreme Court shaped by the Clinton administration. Following his remarks, Mr. Starr, Ms. Nies and Mr. May were presented with awards from the association. close
