Mr. Huang testified under a grant of limited immunity about his activities as a fund-raiser for the Democratic Party. He admitted that he had raised $1 million in illegal funds, but denied that he was an agent of foreign interests. The committee also talked about an FBI investigation of President Clinton’s fund raising activities which had not asked the president about Mr. Huang.
