It was generally agreed that, although providing complete protection for the rail system would be impossible, reasonable steps could and should be taken to increase security and protect certain high-traffic and high-profile potential targets. Among the specific concerns discussed were the vulnerability of tunnels and trains transporting hazardous materials. close
