The subcommittee heard testimony on the practices of the National Forest Service in clearcutting areas of national forests in order to spur fresh growth. The clearcutting process, allowed under the 1976 National Forest Management Act, removes most standing timber in a particular area and replaces it with saplings. The process has come under criticism by environmentalists for its deletrious effect on the environment. The subcommittee also heard testimony on H.R. 1969, the Forest Biodiversity and Clearcutting Prohibition Act of 1991, which would ban clearcutting on all federal lands and would allow the public to sue the government over non-compliance. close
