Secretary Albright testified about the funding needs of the State Department both for regular operations and for emergency operations associated with the NATO mission in Yugoslavia. She explained the goals of the actions against Serbian forces, noting that the goal was to get President Milosevic to agree to remove his forces from Kosovo and accept an international peace-keeping force. Among the other issues discussed were North Korea’s long range missile program, engagement with China, Middle East peace, and African development.
