The subcommittee continued to hear testimony on the Middle East peace process from Secretary of State James Baker, who recently spent 36 days over the course of two months touring the Middle East, hoping to pave the way for an Arab-Israeli peace conference. On the previous day, Secretary of State Baker criticized Israel for undermining the peace process by continuing to build settlements in the occupied territories. The strong rebuke of Israel by Secretary Baker prompted a response from Israel the next day in which Israel claimed it was being singled out unfairly for the failure to reach terms for peace talks. In the second hearing, Secretary Baker continued to criticize Israel’s continual provocation of the settlements in the occupied territories. Secretary Baker explained the goals of his trips to the Middle East region, the main goal being a peace conference enabling bilateral peace negotiations between Israel and other Middle East countries.
