Members listened to remarks and asked questions of FEMA officials and insurance industry executives. Panelists addressed the obstacles to reforming the National Flood Insurance Program to result in lower premiums for all policy holders. Witnesses took particular issue with the rising number of “repetitive loss properties” and their resulting costs on consumers. Conversely, Rep.
