Former United States Solicitor General Kenneth Starr spoke about the concept of federalism and constitutional issues. He reviewed the decisions of the 1996-1997 Supreme Court term which was recently concluded. He talked about how several of the cases decided this term dealt with the idea of the relationship between the federal government and the states and between the state and the individual. After his remarks, he took questions from the audience. close
