Senator Byrd and other Democrats addressed MoveOn.org’s “Rally to Save the Courts.” They opposed the Republican “nuclear option” to remove the Senate rule requiring a two-thirds vote to stop a filibuster. Democrats say that this tradition upholds the requirement that federal judges have broad support in the U.S. Senate.
