Senator Jeffords, the chair of the Senate Labor and Human Resources Committee, spoke about adjustments state legislatures must make as the federal government gives them more power over the administration of social programs, such as welfare and education. He also examined the problems with the way these programs currently operate and what his committee and the Senate as a whole will try to do to reform them. After his remarks, he took questions from the audience.
