The first two days of the 2005 National Governors Association winter meeting were devoted to the 2005 National Education Summit on High Schools. Secretary Spellings talked about the Education Department budget and President Bush's education policy. Members of Congress who are on education-related committees spoke about high school reform. Other topics included federal-state partnerships and state education agendas. There were questions from governors in the audience.
