Professor Allen Schick of the University of Maryland, spoke about the political and procedural structures which shape the federal budget process. He emphasized that the debate has changed a great deal in the last few years with the drive for a balanced budget. He also outlined the major points of agreement and disagreement between the Republican budget resolution and President Clinton’s budget proposal.
