The committee heard testimony on a proposed reduction of U.S. conventional arms in Europe from a representative of the Department of State and an arms negotiator. The Conventional Forces in Europe treaty would drastically reduce the numbers of American soldiers in Western European countries; the committee sought to obtain information on the effect of the failed coup in the Soviet Union and the possible breakup of the Soviet Union on the balance of power in Europe. close
