Representative Charles Rangel Ethics Inquiry
After a recess, Mr. Chisam outlined past incidents in which members had been found in violation of ethics rules and explained the consequences of various forms of disciplinary action. Following his remarks Representative Rangel apologized for his actions, but asked the committee to make clear in its recommendations to the full House that he “was not trying to criminally hide anything from the IRS or from the Congress.”
At the end of the hearing Representative Lofgren announced the committee had voted 9 to 1 to recommend censure to the full House.

The House Standards of Official Conduct Committee met to decide on appropriate sanctions against Representative Charles Rangel (D-NY). Representative Rangel attended and spoke during the three portions of the hearing, having walked out of the proceedings earlier in the week. He had been found in violation of House ethics rules two days earlier by an adjudicatory subcommittee on 11 of 13 counts which Mr. Chisam outlined for the committee.
