The committee heard testimony from Mr. Reischauer, along with panels of economists and administration officials, on the energy tax initiatives in the Clinton economic program introduced earlier in the month. President Clinton proposed basing a federal tax on the BTU value of energy sources, which has been opposed by energy suppliers, particularly heating oil producers, on the East Coast.
