Gary Cohen, a senior Obama administration official involved with implementing the Affordable Care Act, testified on the problems related to the implementation of the Healthcare.gov Web site. He insisted he had not misled Congress when he said the site would be up and running by October 2013. He said his previous testimony was based on information he received from government employees who were working on the site. Asked about reports of lagging enrollment among younger people, Mr. Cohen said the government remained optimistic it could meet its goals before the end of March 2014, when the open enrollment period ended. close
