Witnesses testified on the State Department’s transition from a standard design program for embassy construction to one focused on unique, open, and innovative designs. State Department Overseas Buildings Operations Director Lydia Muniz said that all embassy construction projects were on schedule and budget and met the security standards established by Diplomatic Security Bureau. In response, committee members voiced their concerns as to whether this new model was secure and cost efficient. close
