Three panels appeared before the Senate Rules Committee to address concerns over enforcement of campaign finance law. Senators McCain and Feingold testified on what they see as an unwillingness of the Federal Election Commission to enforce campaign finance law, and discussed reforming the commission. FEC Chairman Bradley Smith defended the committee’s record, saying, “We are assessing more fines...and we are assessing higher fines.” A panel of attorneys then testified about possible reforms to the commission, including altering the number of commissioners from even to odd in order to prevent tied votes. close
