Subcommittee members heard testimony from weather and other experts concerning the impact of the El Nino periodic weather system on U.S. weather patterns. The panelists gave their predictions about what might happen and different ways in which the government might respond to particular disasters. El Nino disrupts weather patterns worldwide and its effects include high winds, storms and droughts. The National Oceanic and Atmospheric Administration has developed procedures and technologies to help forecast El Nino impacts on weather patterns. close
