The panel questioned witnesses on U.S. policies for the Peoples' Republic of China. Mr. Vance, who was Secretary of State during the Carter administration, chaired this panel and said that relations with China have been tense every spring since June of 1989. Witnesses answered questions from the panel on human rights, trade policy, and tactics. Secretary of State, Warren Christopher, recently visited China to discuss these issues. The Council on Foreign Relations is a non-profit organization that promotes understanding of U.S. foreign policy and international affairs. close
