Panelists talked about the potential impact of the $787 billion American Recovery and Reinvestment Act of 2009 on state and local governments. They talked about the mechanisms of money allocations to the state programs and the restrictions that states had in spending the stimulus funds, including statements on the regulatory scheme for ensuring correct usage of the funds. They discussed how their groups would monitor the cash flow from the stimulus and the results it produces. The panelists answered questions from reporters in the audience. The event was co-sponsored by the Regional Reporters Association whose president, Thomas Burr, moderated.
