The Rand Corporation’s Drug Policy Research Center released a report titled, “Mandatory Minimum Drug Sentences: Throwing Away the Key or the Taxpayers' Money?” Lead Rand Researcher Johnathan Caulkins said the report concluded that mandatory minimum sentences are less effective than previously thought at reducing drug use and drug-related crime.
