Senator Chris Dodd unveiled his plan for mandatory national service during high school in a speech at the city hall in Nashua.

He delivered his speech on the same spot where John F. Kennedy began his presidential campaign in 1960. In his speech, titled “Rekindling The Flame: A Call for a New American Patriotism,” he proposed elevating the Corporation for National Service, which runs AmeriCorps, to cabinet-level status; expanding the size of AmeriCorps and the Peace Corps; establishing a “Rapid Response Reserve Corps” to work alongside first responders in a crisis; offer tax credits to employers who offer paid time off for community service; and give seniors education grants as incentives to serve. close
