Witnesses testified for and against the 2005 REAL ID Act and whether it will achieve homeland security. Enforcement of the Act has been postponed until 2009. Topics included the examination of privacy and civil liberties concerns, the need for better identification procedures for border security, the cost of enforcing the Act, the problem of fraudulent documents, and the role of private sector security firms. It was noted that 8 states will not implement the Act.
