Witnesses testified about the operation of the Civil Rights Division of the Department of Justice. Among the topics addressed were enforcement of the Voting Rights Act, prisoner treatment at Guantanamo Bay, Cuba, enforcement of civil rights laws and the number of actions taken by the department in recent years, and the degree to which political considerations had entered decisions about law enforcement. They also talked about several reports that career lawyers had been shut out of the division’s decision-making process, that the division’s civil rights enforcement on behalf of racial minorities had sharply declined and that the department had packed the division with attorneys who had no background in civil rights litigations. close
