As part of a symposium focusing on the legislative outlook for states this year,
Mr. Waters talked about recent trends in term limits, ballot initiatives, and their impact on the political process. He described the ballot initiative process and what initiatives were on the ballots throughout the country in the 2000 election. He also focused on why fewer initiatives are appearing on ballots. Following his prepared remarks he and Mr. Mahtesian held a discussion and answered questions from the audience.
