Officials testified on legislation proposed by the Department of the Treasury regarding the regulation of the over-the-counter derivatives market. Under the proposals the Securities and Exchange Commission and Commodities Futures Trading Commission would share jurisdiction of over-the-counter product regulation. Standard over-the-counter derivatives would need to be processed through clearinghouses and traded on exchanges or electronic platforms. Clearinghouses guarantee trades and an exchange-trading mandate would aim to improve price transparency. Customized products traded off-exchange would be subject to higher capital and margin charges and be reported to a central repository. close
