Department of Defense spokesman Geoff Morrell delivered the Defense Department briefing. He said that President Bush had signed the 2008 National Defense Authorization Act, which enables the Defense Department to give pay increases to members of the armed forces, among other actions within the legislation. He spoke on the conference that was being held in the Pentagon where all combatant commanders meet to discuss long term strategic goals and noted that Secretary of State Rice will deliver remarks at the conference to the commanders. He then talked about the issues surrounding troop reductions in Iraq, of which he said that no additional reductions would take place beyond those that had already been announced.
