Plaintiffs briefed reporters on their suit against the Federal Election Commission that challenged the Commission on Presidential Debates rules for debate participation. The debate commission required 15 percent support in five national polls in order for third parties to participate. They said that the rule violated an FEC mandate that commission expenditures be strictly “nonpartisan.” After their remarks they answered questions from reporters. close
