President Clinton and Vice President Gore spoke in front of a large

flora display in the Botanical Gardens to commemorate Earth Day, a day dedicated to improving

the Earth’s environment. In his remarks, President Clinton outlined

his administration’s environmental program, which he said was

contained in the five-year budget previously submitted to Congress.

He said the administration would encourage investment in renewable

energy resources, recycling programs, and environmental restoration. close
