Ms. Golan talked about the effect of the Persian Gulf war on the Soviet Union’s foreign policy toward the Middle East. She characterized the gulf crisis as being a test of Soviet President Gorbachev’s new foreign policy and cooperation with the West, shown both in the efforts of the Soviet Union to prevent the ground war and in the support of the Soviet administration of the coalition powers toward the end of the war.
