Participating by remote connection from Dallas, Former Representative Bell talked about a U.S. Supreme Court case on Texas redistricting. The case focused on redrawing congressional district maps for political gain in the middle of a decade and how judges should decide whether redrawn maps have wrongly diluted the influence of minority groups. He also responded to telephone calls and electronic mail about the issue.

Mr. Bell, a candidate for Texas governor, filed an ethics complaint against House Majority Leader Tom DeLay in June 2004 over Mr. DeLay’s Texas redistricting plan. close
