Palestinian Leader, Yasser Arafat, addressed the National Council as President Clinton looked on. His speech was not translated. Then President Clinton addressed the Palestinian National Council saying that statehood for Palestinians could only be a matter of negotiation with Israel. The goal of the Wye River Accord, he said, was to confirm “legitimate rights” for Palestinians and “real security” for Israelis. As the president watched, members of the Council raised their hands then rose to their feet to reaffirm the revocation of portions of their charter which called for the destruction of Israel. This program has some technical difficulties and ends abruptly. close
