Ms. Parnes testified about pending legislation to protect consumers in financial dealings with telemarketers and in Internet transactions. The legislations would expand banking regulation rules against unfair and deceptive practices, extend the authority of the Federal Trade Commission in enforcement of “do-not-call” registries, and establish a public awareness campaign on Internet safety. close
